INTRODUCTION

According to Your Excellency, the following topics were given by you to conduct research to aid your decision starting on 1st September 2019 all through until after 2021 General Elections.

  1. Identify any presence of a subterfuge
  2. Identify the individuals behind subversive tendencies
  3. Identify the key opposition figures
  4. Assess the strength of People Power
  5. Spot out the weaknesses of the regime
  6. Individuals eyeing the presidency within government and in the opposition
  7. NRM loyalists

Each topic has been deeply explored and a summary report here is written in the simplest form accounting for each and every point listed in the research finding.

IDENTIFY ANY PRESENCE OF A SUBTERFUGE

Your Excellency, after a detailed analysis of the research findings, there is a very strong subterfuge running within the regime and it further rents Your Excellency and controls the environment around you. This group has two ambitions namely; to accumulate and control wealth in the country; and then take power from Your Excellency as a measure to protect their primitively accumulated wealth.

How the Subterfuge Operates

  1. They control the investors both foreign and domestic. Note that every investor is processed by this group to get a visa, work permit and investors license. They use them to launder money as well hide their stolen money.
  2. No individual from the public or private sector, be it a foreigner or a national, from security or civilian meets Your Excellency without the knowledge of this group. They not only identify that individual but also seek to know the reason for anyone meeting with you.
  3. This group controls the National Planning Authority as well as the Ministry of Finance, Planning and economic Development. This gives them an upper hand to have fore knowledge on all sectors worthy investing in. So this group prepares in advance to position their companies to supply to the government without any potential competitors.
  4. This group controls all ministers, NRM MPs, heads of institutions, agencies and parastatals. All the names forwarded for vetting in ISO are of their taste and interest and therefore serve their agenda rather than that of the country or Your Excellency.
  5. Contract peddling is what they do best. No one gets a government contract without their approval. For contracts they are not positioned to take by themselves, they act as commission agents.
  6. The group employs all forms of strategies to control all major sectors of the economy. The most challenging one is penetration of the informal sector running the markets, transport, car bonds, auto garages and medium sized shopping arcades.
  7. The group has capacity to cause insecurity, scarcity, and disease aiming to make money out of the problem. They brought the seat belts project, followed by the top light project for all taxi operating vehicles, speed governor project, the periodic vehicle checking project, Boda boda hit squad, Kifesi, Solar battery theft for street lights, theft of transformer oil, foot and mouth disease for cattle, denial of medical supplies to the hospitals, failure of the girls’ sanitary pads project, etc…

NOTE: all the above are inciting the people against the regime but the group is not using political lenses to assess the impact their actions create on the political ground. They have stretched through all institutions of government to make an outlook of a stronger government running in a weak government. They operate in your name Your Excellency.

ASSESS THE STRENGTH OF PEOPLE POWER MOVEMENT

Unlike the past opposition outfits;

  • People Power is a unique version and outfit which requires a different interpretation and counter approach. Like religion, People Power is an idea capable of asserting itself anywhere and anyhow to whomever even to the least expected.
  • NRM is built on “strongman” principle contrary to People Power which is built on populism and socio-political fatigue the youth are experiencing today. The following factors apply;
  • All NRM MPs are scared of losing seats in their constituencies to the explosive and blossoming People Power wave. This has made many MPs to make secret courtesy calls and visits to Bobi Wine. This is a threat to the anticipated NRM success.
  • Majority of NRM mobilisers are disgruntled following unfulfilled pledges from the previous campaigns.
  • People Power has got an online based publication (TPA) The Peoples Agency which has assassinated all main political characters within the regime. There are no available strategies to counter the website because majority of internet users in Uganda use VPN. All secrets of the party and Your Excellency have been excavated to the bone marrow.
  • The People Power funders are not known yet but internal funding signatures are clearly visible. The worst threat is when Ugandans fund the struggle a move which opens gates for a civil unrest and a possible civil war.
  • The People Power movement has deeply anchored in the entertainment industry. This industry for the last two and a half decades has been a resort for the youth to offload their stress and frustrations and also a safe haven for them to flee from politics. People Power has taken to them the politics a move NRM had never experienced or prepared for.
  • People Power has carefully avoided double standard politicians. It is evident that People Power gets valid insidious intelligence information and shares similar information to online media (TPA). This puts people Power at the advantage of operating at par with the Secret Service.
  • People Power gets a lot of airplay on credible international radios and Televisions. The opposite is true to the extent that pro-regime airplay is mainly on UBC which is long forgotten by Ugandans.
  • The People Power Strategists have escaped all the set traps to commercialize the People Power activisms. All proposed and applied efforts have ended futile.
  • The west seems to be providing technical intelligence support. Reference to the WSJ documentary exposing government surveillance techniques to the People Power leadership using Huawei.

It is therefore noteworthy stating that the People Power rates at 45% strong even when all means to suppress, constrict and deny political space to People Power activities have been employed maximally. A leveled political ground shall simply humiliate the regime to senselessness.

SPOT OUT THE WEAKNESSES OF THE REGIME

  1. NRM is suffering from political inertia
  2. Corruption has eaten the regime to the core
  3. Gen Salim Saleh’s strategy of using Team Kavuyo has boomeranged on the regime. Kidnap, torture and kill is denting NRM image. Social media cannot be controlled neither can the presence of phone camera’s.
  4. Labor export and commercialization of human body organs is denting the face of the regime across the world.
  5. Unfair trade and taxation has made the regime unpopular in the business sector
  6. Personnel deployment in government has created an outlook of extreme tribalism, cronyism and nepotism.
  7. The reckless utterances of Bush war Generals like Kyaligonza Matayo, Elly Tumwine, Peter Elwelu, Kasirye Gwanga and Otafire are bringing to youth at loggerhead with NRM.
  8. Escalating levels of insecurity has decreased people’s trust in the regime and regime credibility is fast-falling
  9. Poor services delivery at local and central government is backtracking NRM’s fame.
  10. Chinese anti-social behavior reflects back to the regime that brought them. They torture, rape, pay miserably, abusive, and predatory in trade. The public do not trust them. They have taken over market of their previous customers. In trade; Chinese are the manufacturers, suppliers, wholesalers and retailers leaving Ugandans out of the business chain.
  11. Land grabbing is a reason NRM has lost popularity in both urban and rural areas.
  12. Tribalism is practiced by top NRM cadres and they do it in the open.
  13. Bush war veterans in thousands are disgruntled and they are willing to support the opposition to remove your Excellency either conventionally through elections or unconventionally through an armed struggle.
  14. Gross loss of confidence from the general public due to privileged treatment of foreigners at the expense of Ugandans.
  15. Backlog of unfulfilled political pledges by your Excellency. The conspirators have done this deliberately in the craft of Molly Kamukama, Edith Nakalema and Proscovia Nalweyiso.

It is noteworthy stating that NRM is at the weakest.

INDIVIDUALS EYEING THE PRESIDENCY WITHIN GOVERNMENT AND IN THE OPPOSITION

Your Excellency, we report first; Muhoozi Kainerugaba whom you pointed out by yourself to be your favorite successor.

The following are within government but running parallel arrangements and ambitions

OBSERVATIONS

The subterfuge is too strong to undo. It has extended through and across all sectors of the economy and the key players in it are untouchable or if touch, they have capacity to bring about undesirable paradigm shifts.

The list of individuals behind subversive tendencies is not conclusive. The research as directed by Your Excellency stopped at key individuals with power, influence and key roles in holding the regime together and up in power.

The list of the key opposition figures is not conclusive but limited to the boundaries of your request as per the research paper provided by Your Excellency.

The strength of People Power is shapeless like an amoeba. Your Excellency, we are at crossroads and all options available are new and different from all our experiences.  All the previous strategies tested on People Power have only proved to be fighting with shadows. People Power is ghostly and ghostly strategies involving research psychology can be effective.

The weaknesses of the regime are severe but we still depend on the fact that information flow in rural areas is relatively slow. We can still lean on rural support to maintain power. We need to concentrate on the drawing board to fill the gaps with effective counter-strategies.

Individuals eyeing the presidency within government and in the opposition are limited to the scope provided by Your Excellency. There are more people in the same vestibule but those mentioned can have a significant impact.

RECOMMENDATIONS

The next cabinet reshuffle should serve to disintegrate the subterfuge conspiracy. Some members should have to be deleted from the list of ministers and be reappointed to positions that force them to undo their previous pursuits.

NRM MPs participating in the conspiracy should be threatened by aligning another candidate for support by Your Excellency. This shall signal to them that you have detected their disloyalty.

Before Your Excellency, everyone has a price. The support staff of the key opposition figures can be compromised with relatively large sums of money (Ugandan standards) to keep flowing insidious intelligence to SFC Special Ops. We shall consistently counter all forms of moves the opposition makes. They shall not have an equivalent financial muscle as Your Excellency.

People Power is significantly strong. Once we drop the Salim Saleh’s Team Kavuyo strategy and simply adopt what the Chinese promised to supply; “A chemical agent that permanently weakens the immunity and muscles of the human body”. All that remains is coming up with a strategy to administer it massively to People Power assemblies and rallies.

It shall be expensive because it involves having a sickly population which cannot work but instead exert pressure on the hospitals there by escalating the health budget. The problem is spilling the secret to western powers that can cause UN sanctions because such a chemical is classified under (WMD)

The regime weaknesses cannot be fixed in this remaining time but with enough of spin doctors, sophists and propagandists, we can control the media hype to deny space for the regime weaknesses to be heard on any media platforms.

There is need to maximize efforts to promote Muhoozi Kainerugaba above all else. This shall call for an enormous budget. There is need to use people publically known to have high credibility targeting both opposition and NRM cadres.

There is need to amend the constitution granting the president a right and powers to appoint a successor to complete his term in office without going back to the polls. This shall pave way for Muhoozi Kainerugaba to be tested as a president without the hustle of canvassing for votes. This needs to be handled with maximum care. Special Ops Team would suggest this be done in 2022 rather than 2020 as earlier suggested by Your Excellency.

There is need to reward loyal cadres ahead of campaigns as a motivation and a strategy to attract new carders.  Majority left volunteering for the regime due to unfulfilled presidential pledges and unpaid debts.

CONCLUSION

The race 2021 is not limited to Ugandans alone but international powers involved directly and by proxies. Where need arises; Your Excellency needs to rely on Russia and China to balance the power from the Western powers. The succession battle is in high gear and all sectors are actively struggling to get visible to the public.

In order to expect the best, we should prepare for the worst as early as yesterday.

After 18 Years Uganda is back in sky line uganda airlines started today to operate and as we speak, in last 20 minutes it has landed safely at Jomo kenyatta kenya but the air ticket has shocked most of the people at Airport and few Ugandans who have managed to see it being written in handing writting with a blue pen.

Now here is our Question as Ghetto TV was this intended to do it like that or it was a mistake which is expected to sorted soon. Give us your views.

Thank you Daily Monitor for this article which highlights some of our thoughts. I must add however, that we shall soon launch our complete agenda for a new Uganda! We have been consulting citizens at different levels seeking their views about the kind of Uganda they want to see when President Museveni’s dictatorship is gone. It is always exciting to see ordinary citizens paint the picture of the kind of country they want to see for themselves and their children. And together, we shall work hard and make that vision come to pass.

Let me also clarify that the headline regarding the death penalty is misleading. My stance was that I am in agreement with several legislators who believe that the death penalty should not be mandatory because that would be abused. In any case, many times people are wrongly accused of offences and convicted! In a functioning criminal justice system, the death penalty is applied in very exceptional circumstances when a convict has gone through a fair trial and there is proof beyond any doubt that the person has committed the most heinous crime(s).

LDU kills a People Power supporter by the name Ssengoma Vicente Brain in Bulaga Mityaana.

It is so sad that authority was given to these half trained #LDU guys who instead of protecting people and their property are seriously intimidating Killing and abusing our human rights.

Ssengoma was arrested on Sunday on allegations of being idle, beaten up to nearly death, he was later taken to court and unfortunately in the worrying condition he was in due to the beatings, he was sent to Bulaga police station and later taken to court, the court also denied him treatment and decided to send him to prison.

In the process he breathed his last.

Kamuli Based DJ arrested for playing Bobiwine songs.

Yesterday very many people were truly disappointed by the security officers in Kamuli town. Just because a DJ in one of the clubs was playing Bobi Wine music….

He was taken away for almost two hours and the all club was surrounded and I together with my pals were asked to vacate the place. This is so sad that even simple songs are becoming a threat to the regime. But all in we shall over come.

She has now remembered her God añd run to Him. She has now remembered her people and has run to them. She has, for obvious reasons, forgotten about the ‘Maje’ and she has shunned them. What an amazing twist!

Indeed like we always say ” East or West, home is the best”. The power of the people, our own people, so to speak ,at times is our only source of deliverance when tribulations visit us. How powerful they are!

It’s annoying though seeing how quickly we forget about our people when selfishness and greed blurs our vision. Suddenly, out of excitement, we become insensitive to the plight and cries of our people. We tell Mzee how our people are very happy and contended with his ‘excellent administration’, and why he should reign for eternity.

However, in all this hullabaloo, I would not like anybody to overlook or under look the key issues that this Anite of a girl raises: The impunity with which public servants abuse their offices, and embezzle public funds. And above all, the illicit and awkward manner in which all the other public assets were grabbed by private individuals. We should not chase the shadow, and end up missing the substance.

The Nigerians do have a saying that ” if a fox is found trying to eat the chicken, it’s only wise to first chase the fox away, and then warn the chicken against wandering into the bush”. We can and should deal with the ‘thieves’ first and then later we can lambast sister Evelyne for associating with them. The Mafia thieves, the cabals and the cartels in her beloved NRM government are as real as reality can be. They aren’t just imaginary as honourable Rugunda would like us to believe. He may even be one of them.

Our anger against a ‘kinsman’ should be felt in the flesh, and not in the marrows.
